State of DE - A Delaware inmate failed to return to a community corrections facility in Smyrna, Delaware on Sunday, April 27, 2026, and his whereabouts remain unknown.

The Delaware Department of Correction announced that Hunter Donovan, 37, of Hartly, Delaware, willfully walked away from the Community Corrections Treatment Center (CCTC) in Smyrna. He did not return after being given an approved work pass to attend a job interview.

A Warrant for Escape after Conviction has since been issued.

Who Is Hunter Donovan?

Donovan is a white male, 5'07" tall, and weighs approximately 205 pounds. He has green eyes and brown hair. He was last seen wearing a black baseball cap, a white shirt, and black pants.

He was serving time for Violation of Probation related to Theft Over $1,500 and Shoplifting Over $1,000.

What Is the Community Corrections Treatment Center?

The CCTC is a Level 4 facility operated by the Delaware Department of Correction. It is designed for inmates who are in the process of transitioning back into everyday life.

Unlike Level 5 prisons, Level 4 centers are not fully secured. Inmates are permitted to leave the facility for approved activities such as going to work, job searching, or attending treatment programs.

This type of setting is meant to help people reintegrate into society. However, it also means that when someone does not return, there are no secure walls to prevent them from walking away.

What Should the Public Know?

Donovan's last known address is in Hartly, Delaware, which is a small community in Kent County, Delaware. It is possible he could be in that area or somewhere nearby.

While his current offenses are non-violent in nature, the public should keep in mind that he is a wanted fugitive with an active escape warrant. Authorities are actively working to locate him.

If you see someone matching his description, do not attempt to approach or confront him on your own.

How to Report Information

Anyone with information on Donovan's whereabouts is asked to call the Delaware Department of Correction tip line at (800) 542-9524. You can also contact your local police department directly.
