Delaware Inmate Walks Away From Work Release
State of DE - The Delaware Department of Correction is asking for the public's help finding a man who failed to return to a Smyrna treatment center overnight. Moses Warren was supposed to come back to the Community Corrections Treatment Center (CCTC) after an approved work pass. Instead, he never showed up, and his whereabouts are now unknown.
Warren was allowed to leave the facility to work at a job in the Newark, DE area. That's a normal part of how these centers operate. A warrant has now been issued for his arrest.
So how does someone just walk away? Community Corrections Centers are Level 4 facilities, which means they're not locked down like a Level 5 prison. Offenders housed there are trusted to go out for work, job searches, or approved treatment sessions, then return on schedule.
Warren didn't return, and that's what makes this a "walk-away" case rather than an escape from a secured facility. He is currently serving time on a theft offense.
Here's what to look for. Warren is a Black male, 6 feet tall, and weighs around 240 pounds. He has brown eyes and brown hair, and his last known address was in Newark, DE. He was born on July 1, 1990, and the walk-away was reported on July 18, 2026.
