Felton Police Arrest Delmar Woman After K9 Sniffs Out 139 Bags of Suspected Heroin During Traffic Stop
State of DE - A traffic stop on a busy Delaware highway led to a drug arrest Friday afternoon after a police K9 alerted officers to narcotics inside a vehicle.
The Felton Police Department stopped a vehicle on U.S. Route 13 near Midstate Road, within Felton town limits, at around 1:54 p.m. on May 1, 2026.
During the stop, a narcotics detection K9 alerted to the odor of illegal substances inside the vehicle. That alert gave officers the grounds they needed to search the car.
Inside the passenger compartment, officers found approximately 139 bags of suspected heroin along with drug paraphernalia. The items were located in the area where the passenger was sitting.
That passenger was identified as Harley Lynn Flanagan, 23, of Delmar, Delaware. She was taken into custody without any issues.
A records check also revealed that Flanagan had an active capias, which is a court order for her arrest, related to a previous traffic violation.
Flanagan now faces three charges. The most serious is Manufacture, Delivery, or Possession with Intent to Deliver a Controlled Substance at a Tier 2 quantity, which is a Class C Felony. She was also charged with Possession or Consumption of a Controlled or Counterfeit Substance without a prescription, a Class B Misdemeanor, and Possession of Drug Paraphernalia not related to marijuana, also a Class B Misdemeanor.
She was arraigned through Justice of the Peace Court No. 2. Flanagan was released on her own recognizance on all charges, including the capias, and is scheduled to appear in court at a later date.
The Felton Police Department has not released the name of the driver or any additional details about the vehicle at this time.
