State of DE - A high-speed chase on Route 1 ended with a crash and four people in handcuffs last Thursday morning. Delaware State Police arrested one adult and three teenagers after a stolen car slammed into a tractor-trailer and flipped over in New Castle.

It all started around 9:50 a.m. on April 23, 2026. A trooper from the Highway Safety Unit was patrolling Route 1 near School House Road when he spotted a Kia Sportage traveling down the highway headed southbound, at a high rate of speed.

The trooper tried to pull the car over, but the driver fled and refused to stop. The trooper gave chase, but the pursuit was called off just south of the William V. Roth Jr. Bridge due to safety concerns for the public.

Law enforcement in the area was given a description of the vehicle and began searching. It didn't take long before troopers spotted the same Kia speeding down Route 1 near Middletown Odessa Road.

Before officers could intervene, the Kia slammed into a tractor-trailer and overturned in the center median. Troopers rushed to the scene and took all four people inside into custody without any further incident. Remarkably, no one was injured.

When troopers searched the car, they found a loaded handgun inside. The firearm had been reported stolen out of Alabama. A records check also showed the Kia itself had also been reported stolen by the Dover Police Department.

The driver was identified as 24-year-old Xavier Lamour of Dover, Delaware. He was taken to Troop 9 and charged with several serious offenses, including possession of a firearm during the commission of a felony, receiving a stolen firearm, receiving stolen property, and disregarding a police officer's signal, all of which are felonies along with many related traffic offenses.

Lamour was arraigned by Justice of the Peace Court 11 and sent to the Howard R. Young Correctional Institution. His bond was set at $50,504 secured.

The three passengers were all teenagers. The teens were identified as a 15-year-old male from Dover, one was a 16-year-old male, also from Dover, and a 15-year-old male from Harrington, Delaware.

Each teenager was charged with the same felony offenses as Lamour, possession of a firearm during the commission of a felony, receiving a stolen firearm, receiving stolen property, and disregarding a police officer's signal along with related traffic charges.

The juveniles were arraigned by the New Castle County Family Court and committed to the Department of Services for Children, Youth & Their Families. Each was held on a $55,000 secured bond.
