New Castle Man Charged in Fatal Motorcycle Crash

State of DE - On August 15, 2026, at approximately 10:50 p.m., Delaware State Police responded to the area of US Route 13 and Schafer Boulevard in New Castle, Delaware, for a report of a crash involving a motorcycle and a passenger car. A preliminary investigation found that a Mazda 6 traveling westbound on Schafer Boulevard failed to stop and struck a northbound motorcycle on US Route 13.

The motorcycle operator, a 54-year-old woman from New Castle, Delaware, was taken to an area hospital where she died. Her name is being withheld until her family is notified.

When troopers spoke with the driver of the Mazda, he showed signs of impairment. He was taken into custody without incident and brought to Troop 2 for further investigation.

The driver has been identified as 42-year-old Samuel Larkin, of New Castle, Delware. After Standardized Field Sobriety Tests, Larkin was charged with Vehicular Homicide Second Degree, Driving a Vehicle Under the Influence of Alcohol, and Failure to Stop at a Stop Sign.

Larkin was arraigned by the Justice of the Peace and committed to the Department of Correction on a $5,101 secured bond. The roadway was closed for about three hours while police investigated and cleared the scene.
