Rockville Man Arrested After Scooter Chase, K-9 Track

Talbot County, MD - On August 29, 2026, Deputies from the Talbot County Sheriff's Office attempted to arrest Randy Aaron Powell, 42, of Rockville, MD, at Runway Liquors on an outstanding warrant out of Montgomery County, Maryland.

Deputies had spotted Powell several times riding a motor scooter in violation of the law. They tried to stop him more than once, but he refused to pull over each time.

Deputies later saw Powell coming out of Runway Liquors and moved in to take him into custody. He fought back, striking a deputy with his fists and feet before running off on foot.

A Talbot County Sheriff's Office K-9 team was called in to help track him down. The track was successful, and Powell was found hiding in a wooded area about a mile away.

Powell was taken into custody and now faces charges of fleeing and eluding, resisting arrest, obstruction and hindering, assault on a police officer, and several traffic offenses.

He was taken to the Talbot County Central Booking facility for processing and had his initial appearance before a District Court Commissioner. Powell was held on no bond from the District Court Commissioner.

On August 31, 2026, Powell was provided a bond order in front of the Honorable Judge James Charles McKinney. Judge McKinney ordered Powell to be continued and held without bond.

The Talbot County Sheriff's Office was assisted during the incident by the NRP-1 Aviation Unit, Maryland State Police, and the Easton Police Department.
