Seaford, DE - On September 30, 2026, the Seaford Police Department responded to the parking lot of a business on the 600 block of Norman Eskridge Highway in Seaford, DE, for a welfare check. When officers got there, they could not find the person they had been called to check on.

The next day, October 1, 2026 someone sent a video to Seaford police. The video was recorded in that same parking lot on September 30, 2026.

Police said the video showed an individual acting in a disorderly way in the parking lot. It also showed the individual exposing themselves.

According to the police, people passing by could see what was happening. Visitors at a nearby park could also see it.

Officers were able to identify the individual from the video. Police then got a warrant for their arrest.

On October 2, 2026, officers found the unnamed individual and arrested them on that warrant. The charges include lewdness, indecent exposure, disorderly conduct, and other related charges.

The individual is also facing new charges from the arrest. Police said those charges are possession of a controlled substance and possession of drug paraphernalia.

The individual went before a Justice of the Peace for arraignment. They were then released on an unsecured bond.

An unsecured bond means a person does not have to pay money up front to be released. If they do not show up for court, they can be ordered to pay the full bond amount.

Seaford police have not released the name of the person who was arrested. Per Seaford Police Department: "In preparation for House Bill 59, which becomes effective October 21, 2026, the Seaford Police Department will no longer routinely release or publish the names or photographs of individuals charged with crimes. The legislation permits publication only when an individual is charged with a felony and the law enforcement agency determines that publication is necessary to protect public safety. Accordingly, the names and photographs of charged individuals have been withheld from this release".

Police are asking anyone with information about this incident, or any other crime, to contact the Seaford Police Department. You can reach them through their Facebook page or by phone at (302) 629-6645.
