Two Ocean City Police Sergeants Complete Rigorous Northwestern Leadership Program
Ocean City, MD - On April 14, 2026, the Ocean City Police Department announced the graduation of Sergeant Aaron Morgan and Sergeant Shawn Lindsey. Both officers successfully completed the School of Police Staff and Command (SPSC). This prestigious program is hosted by Northwestern University's Center for Public Safety.
The 10-week curriculum prepares mid- and upper-level law enforcement professionals for senior command roles. Supervisors are instructed in leadership principles, strategic planning, budgeting, and human resources. The coursework also covers employee relations, officer wellness, and contemporary policing practices.
Participants are thoroughly evaluated through examinations, research papers, projects, and a comprehensive staff study. SPSC Class #632 was hosted by the Prince George's County Police Department and included 30 law enforcement professionals from Maryland and the District of Columbia.
Sergeant Aaron Morgan brings more than two decades of law enforcement experience to the department. He joined the Ocean City Police Department in 2006. Since then, he has served in the Patrol Division, Services Division, and Traffic Safety Unit. His specialized roles include Drug Recognition Expert, Field Training Officer, Honor Guard member, and instructor.
He previously served with the Metropolitan Police Department in Washington, D.C., and with agencies in Pennsylvania. He holds a Bachelor of Arts from Waynesburg College and has completed multiple FBI LEEDA leadership institutes.
Sergeant Shawn Lindsey began his career with Ocean City as a seasonal officer before being hired full-time in 2006. He has served in all three divisions of the department. This includes seven years in Patrol as a Field Training Officer and seven years in the Criminal Investigation Division.
He was also one of the department's first Special Enforcement Unit detectives. Promoted to supervisor in 2020, Sgt. Lindsey currently serves as a Firearms Training Unit instructor, an Active Assailant Response instructor, and a Quick Response Team member.
Ocean City Police Chief Raymond J. Austin commended both officers for their professional growth.
"Sergeants Morgan and Lindsey have demonstrated a strong commitment to leadership, professionalism, and continued learning throughout their careers," said Chief Austin. "Graduating from the Northwestern School of Police Staff and Command is a significant achievement that reflects their dedication to serving our community at the highest level. We are proud of their accomplishment and confident they will continue to make a positive impact within our department and in the community we serve."
