Two Sentenced to Prison in Robbery That Left Wilmington Man Dead
State of DE - A Felton man and a Newark woman are heading to prison after being convicted in connection with a robbery that ended in the fatal shooting of a Wilmington man in 2023.
Charles Lowe, 47, and Sierra Steiner, 30, received their sentences on April 17, 2026, in connection with the March 19, 2023, death that occurred on Dolphin Drive in Glasgow, Delaware.
Lowe was convicted of Murder-Second Degree, Robbery-First Degree, Conspiracy-First Degree, and Possession of a Firearm During the Commission of a Felony. He was sentenced to 35 years in prison.
Steiner was convicted of Murder-Second Degree, Conspiracy-Second Degree, and Robbery-First Degree. She received a 21-year prison sentence.
According to investigators, Steiner drove the victim to Dolphin Drive that evening with the intent to help Lowe rob him. When the two were parked, Lowe approached the vehicle armed with a firearm. The victim attempted to flee but was fatally shot by Lowe before he could escape.
Following the shooting, investigators worked quickly to track down the two suspects.
About three weeks later, on April 8, 2023, the Cecil County Sheriff's Office and Harford County SWAT Team located Lowe and Steiner in a vehicle in Elkton, Maryland.
The pair attempted to flee before crashing their vehicle. Both were taken into custody at the scene.
Attorney General Kathy Jennings addressed the sentences, speaking directly to the nature of the crimes. "The crimes committed by the defendants were part of a larger pattern of cruel, calculated acts," Jennings said. "I want to express my thanks to our DOJ trial team, the Delaware State Police, and our law enforcement partners in Maryland for their successful efforts to prevent these two from harming anyone else."
The case involved cooperation between multiple agencies across state lines, including Delaware State Police and law enforcement in both Cecil and Harford Counties in Maryland.
Lowe, now 47, will serve 35 years before any possibility of release. Steiner, now 30, faces 21 years behind bars. Both face a significant portion of their lives in prison for their roles in a crime that cost a man his life and left a community shaken.
