Two Women Charged After Undercover Operation Finds Illegal Activity at Spa in Virginia

State of VA - The Goochland County Sheriff's Office made two arrests this week after an undercover operation exposed illegal activity at a local spa.

On the morning of April 21, 2026, detectives carried out an undercover operation at Jasmin Spa, located at 1587 Hockett Road in Manakin-Sabot, Virginia. The operation was part of a larger, ongoing investigation into the business.

During the operation, an individual connected to the spa performed a lewd act on an undercover officer.

Following that, detectives executed a search warrant at the location that had been obtained prior to the operation.

As a result of the investigation, Jie Hong Chen, 48, was identified and taken into custody. She was charged with keeping a bawdy place, which is a violation of Virginia Code §18.2-347. In simple terms, that charge applies to someone who is running or maintaining a place where illegal sexual activity takes place.

While detectives were carrying out the search warrant, a second person was found on the property. That individual, Huiying Qiu, 62, was identified and found to have an active felony warrant out of Henrico County, Virginia for commercial sex trafficking.

Qiu was taken into custody at the scene and later released to the Henrico County Police to face that charge. Chen is currently being held without bond at Pamunkey Regional Jail.

The Goochland County Sheriff's Office credited the Henrico County Police Division and the Federal Bureau of Investigation for their help in making the operation possible. Cases like this often involve multiple agencies working together, and this one was no different.

Detectives are not done yet. Investigators say this remains an active and ongoing investigation.

They are currently working to identify additional individuals who were seen on the business's surveillance system, and they are following up on other leads connected to the case.

It is not yet known how long the business had been under investigation or how many people may still be identified as the case moves forward. What is clear is that law enforcement took the matter seriously enough to involve federal agents and coordinate with a neighboring county.
