Wicomico County School Aide Charged with Repeated Sexual Abuse of Students Over Decades

Wicomico County, MD - A former Wicomico County school employee faces dozens of criminal charges following an investigation into the alleged sexual abuse of a minor.
Russell Lee Camper, Jr., who worked as an instructional aide for the Wicomico County Board of Education for 23 years, was arrested on March 13, 2026, one day after detectives opened a formal investigation.
The investigation began on March 12, 2026, when detectives from the Wicomico County Child Advocacy Center were notified of an alleged abuse case. Camper was identified as a suspect during the inquiry. Evidence gathered indicated the abuse had taken place several years before it was reported.
An arrest warrant was issued by the District Court Commissioner. Camper was located and taken into custody without incident. He was transported to the Wicomico County Detention Center, where he has been held without bond.
Initial charges included Rape in the 2nd Degree, Sexual Abuse of a Minor, and related offenses. The alleged assaults are said to have occurred while the victim was a student at Parkside High School, where Camper worked from 2003 to 2014.
As the investigation expanded, detectives identified additional potential victims. A grand jury subsequently indicted Camper on a significantly expanded set of charges.

Camper is currently being held in Wicomico County without bond.
Camper's tenure with the school system spanned more than two decades. During that time, he was assigned to multiple schools across the county.

Beyond his school assignments, Camper is also said to have participated in numerous sports, musical activities, and church functions throughout Wicomico County where young children were present. Investigators believe there is a possibility that more victims exist beyond those already identified.
