Worcester County, MD - Steve Green, a longtime Berlin resident and current Berlin Town Council member, has announced his candidacy for Worcester County Commissioner in District 4.

Green was elected to the Berlin Town Council in 2022, representing District 1. He stated that his decision to seek county office stems from concerns about the current direction of county government. He aims to continue serving as a voice for Berlin at the county level.

"I want to bring a voice of reason, rooted in public service and community experience, along with fresh leadership to District 4," Green said. "I believe our district deserves thoughtful, collaborative leadership that puts people first and approaches challenges with common sense."

Green initially filed in May 2025 as an Unaffiliated candidate. In January, the Maryland State Board of Elections informed him that independent candidates cannot run in a primary election. They must instead complete a post-primary petition process to qualify for the general election ballot.

"I confirmed last spring that it was permissible to run as an independent candidate, but the Board of Elections ultimately ruled that allowing my filing was a mistake," Green said.

Green refiled his candidacy on January 9 as a Republican. He will seek to unseat incumbent Commissioner Ted Elder, who has served for 12 years and has filed for re-election.

"I was excited to run as an Unaffiliated candidate because that best reflects who I am," Green said. "I am not interested in extremes. Passionate views are important, but I believe effective leadership lives in the middle. Most issues are complex, and very few are simply black and white. I look at each issue individually and do not seek to align with one party or another when evaluating a position."

Green emphasized that his campaign reflects concerns about county representation rather than dissatisfaction with his role in Berlin. His term on the Town Council expires in October. His name will appear on the June primary ballot. The outcome will have no impact on his Berlin service. New commissioners are sworn in at the December meeting.

"I love Berlin and always will. I have truly enjoyed serving on the Town Council," he said. "The work has been rewarding, and I value the opportunity to represent residents and work alongside dedicated employees and fellow leaders. This decision is about my disagreement with many of the views and votes taken by the incumbent commissioner. On many issues, I do not feel District 4 is being adequately represented. After hearing similar concerns from residents throughout the district, I decided it was time to step forward."

Green has an extensive record of civic involvement. He has served on the Atlantic General Hospital Foundation Board of Directors for 12 years. This includes three years as chair from 2021 to 2024. He is also a member of the Stevenson United Methodist Church Board of Trustees and the Worcester Preparatory School Board of Trustees.

He and his wife coach and organize a special needs soccer program called TOPSoccer at River Soccer Club during the spring, winter, and fall seasons.

Professionally, Green serves as the executive editor of the OC Today-Dispatch and Bayside Gazette. He is also a licensed Realtor with Coastal Life Realty Group.

Green is 50 years old. He and his wife, Pamela, have lived in Berlin for the last 20 years. They are raising two teenage sons in the community. He grew up in Salisbury and moved to Berlin in 1989. Green is a graduate of Worcester Preparatory School. He earned degrees in communications and political science from Loyola University Maryland. He has lived in Worcester County since graduating college in 1997.

"I care deeply about this community and its future," Green said. "I am running to bring thoughtful leadership, a steady voice, and a renewed focus on collaboration to county government."

"I want to represent a new direction and a new choice for District 4," Green said. "Throughout my life and my service to Berlin, I have demonstrated a reasoned approach and a collaborative mindset. I bring valuable life and work experience and a genuine passion for public service."
