CALLS FOR PEOPLE SLEEPING RESULTS IN ARRESTS IN LAUREL DELAWARE

On January 21, 2024 at approximately 11:50pm, Laurel Police Department officers were dispatched to two simultaneous calls of "suspicious activity" involving subjects sleeping. 

One caller described a subject sleeping at the Royal Farms, which is located at 10722 Georgetown Road in Laurel, Delaware, for several hours. The second caller described a vehicle stopped on Sussex Highway at County Seat Highway through multiple light cycles and the driver appearing to be asleep behind the wheel. 

At Royal Farms, officers contacted Nicolas Campbell (25) of Seaford, Delaware, and determined that he had an active warrant out of a nearby agency. He was arrested and transferred to the outside agency for processing. 

At the same time, a second officer located the suspicious vehicle still parked in the travel lane at the intersection of Sussex Highway and County Seat Highway. 

The officer made contact with the driver, and investigated the possibility of the driver being impaired. The driver was not determined to be under the influence of drugs or alcohol. 

During the investigation, however, the driver was found to be in possession of crack cocaine and related paraphernalia. 

The driver was identified as Robert Conklin (44) of Laurel, DE. Conklin was transported to the Laurel Police Department and charged with the following crimes:


  • Possession with Intent to Distribute Crack Cocaine (Class D Felony)

  • Possession of Tier 1 Quantity Crack Cocaine (Class G Felony)

  • Possession of Drug Paraphernalia x2 (Class B Misdemeanor)

  • Stopping/Parking/Standing on Highway (Violation)


Conklin was subsequently arraigned by the Justice of the Peace Court 3 and released on his own recognizance. 

Both subjects are presumed to be innocent until proven guilty in a court of law.
