CAMBRIDGE COUPLE ARRESTED AND CHARGED WITH CHILD ABUSE FOLLOWING DEATH OF 14 YEAR OLD

CAMBRIDGE, MD - The Cambridge Police Department has arrested and charged two local residents, David Allen Insley (53) and Mandy Leigh Insley (47), on child abuse and neglect charges, following the passing of a 14-year-old child.

The police arrested Mr. Insley on February 21, 2024, carrying out an active Dorchester County Circuit Court Arrest Warrant. He faces charges of Child Abuse 1st Degree (Death) and Neglect of a Minor. 

After initial processing at the Cambridge Police Department, he was handed over to the Dorchester County Department of Corrections without bond. 

Mrs. Insley was similarly arrested, also on an active warrant. She faces the same charges as her Mr. Insley.

This story began on June 26, 2023, when Cambridge Police Department and Dorchester County EMS responded to a medical emergency involving a 14-year-old girl at the Insleys' residence. 

Despite family members' attempts at life-saving measures, the young girl unfortunately succumbed to her condition and passed away.

The shocking state of the residence sparked a broader investigation into the living conditions. The premises were deemed to be in such deplorable conditions that the City of Cambridge Code Enforcement had to condemn the house, marking it uninhabitable until a significant cleanup effort could be undertaken.

The Criminal Investigation Division (CID) oversaw the investigation with the collaboration of Child Protective Services (CPS), City of Cambridge Code Enforcement, and Dorchester County Animal Control. Authorities consulted the Dorchester County State's Attorney's Office, leading to the Grand Jury issuing an indictment for the Insleys' arrest.

This chilling narrative serves as a stark reminder of the importance of child welfare and the responsibilities that come with it.
