Cambridge Police Arrest Two in Traffic Stop Drug and Gun Investigation

CAMBRIDGE, MD - Cambridge Police Department detectives made two arrests following a traffic stop that led to the discovery of drugs and a loaded firearm on Tuesday evening.
On August 27, 2025, at approximately 10:28 p.m., detectives assigned to the P.A.C.E. Unit conducted a traffic stop on Race Street at Elm Street. The stop was initiated due to an equipment violation on the vehicle.
A CPD K9 Unit responded to assist with the traffic stop. The K9 conducted a search for controlled dangerous substances, which resulted in a positive alert.
Before officers searched the vehicle, back seat passenger Devonte Lamar Carter voluntarily informed officers that a gun and controlled dangerous substances were present in the vehicle. Carter, 33, of Cambridge, Maryland, was detained at that time.
The driver, Richard Donald Blake, 69, of Cambridge, Maryland, was observed placing his hands in his pockets during the stop. Blake was also detained and found to be in possession of drug paraphernalia for crack cocaine.
During the vehicle search, officers located a loaded Beretta .32 caliber handgun and a quantity of crack cocaine.
Blake received criminal citations and was released from the scene.
Carter was transported to the Cambridge Police Department, where investigators determined he was prohibited from possessing firearms or ammunition due to previous criminal convictions.
Carter was subsequently turned over to the Dorchester County Department of Corrections on a $10,000 bond.
