Cambridge Police Arrest Woman on Child Neglect and Intoxication Charges

Cambridge, MD - On July 8, 2025, at approximately 1:45 a.m., officers from the Cambridge Police Department arrested Shelia Ivette Ortiz, a 44-year-old resident of Cambridge, Maryland, on an active Dorchester County District Court arrest warrant.


Ortiz was transported to the Cambridge Police Department for processing before being remanded to the Dorchester County Department of Corrections without bond.


Ortiz faces charges of neglect of a minor and intoxicated endangerment. The charges stem from an incident that occurred on the night of July 5, 2025, in Cambridge.


At approximately 10:07 p.m. on July 5, Cambridge Police Department officers responded to the 800 block of Washington Street to assist emergency medical services (EMS) following reports of a 4-month-old child who had fallen out of a stroller.


Upon arrival, officers observed a witness holding the infant, who had sustained visible injuries to the face. The witness stated they found the child crying, the stroller overturned in the roadway, and a woman sitting nearby in the roadway.


Officers identified the woman as Ortiz, who appeared to be highly intoxicated, disoriented, and confused, with visible lacerations to her face.


According to further investigation, Ortiz had been consuming alcoholic beverages and stumbled while pushing the stroller, causing it to tip over and the child to fall. Both Ortiz and the infant were transported to Tidal Health Peninsula Regional Hospital in Salisbury for treatment.


Child Protective Services (CPS) assumed emergency custody of the infant and the child was removed from Ortiz's care. Following the investigation, officers filed charges against Ortiz, and a court commissioner issued an arrest warrant leading to her detainment on July 8, 2025.
