CHESTERTOWN MAN CONVICTED OF OPERATING WITHOUT HOME IMPROVEMENT LICENSE
Queen Anne's County, MD - On March 12, 2026, George Edward Kennedy of Chestertown, Maryland, entered a guilty plea in the Circuit Court for Queen Anne's County. He was convicted of selling a home improvement contract and acting as a contractor without a license.
Kennedy received a suspended six-month jail sentence. He was also placed on 12 months of probation and ordered to pay full restitution to the victim.
The investigation was initiated in August 2025 after a local resident contacted the Queen Anne's County State's Attorney's Office. The resident reported that Kennedy was distributing flyers for driveway repairs in a local community.
Kennedy represented himself as an employee of a local paving company. Believing this representation, the victim negotiated a contract with Kennedy to fix cracks and apply seal coating to a driveway.
The work was performed by Kennedy but was completed poorly. The homeowner subsequently contacted the paving company regarding the substandard repairs.
It was then determined that Kennedy was not an employee of the company and had no authority to conduct work on its behalf.
The State's Attorney's Office contacted the Maryland Home Improvement Commission during the investigation. It was confirmed that Kennedy was not a licensed home improvement contractor.
Criminal charges were subsequently filed against Kennedy in November 2025. The case was prosecuted by Assistant State's Attorney Jessica Davidson.
The State's Attorney's Office advises the public that Kennedy is not a licensed home improvement contractor and is prohibited by law from conducting any home improvement projects.
