Talbot County, MD - On October 18, 2023, Deputies from the Talbot County Sheriff's Office arrested Cornell Samuel Rookard III, 35 of St. Michaels, MD. 

An arrest warrant was issued by the Talbot County District Court charging Rookard with violating the sex offender registration requirements. 

Rookard was transported to the Talbot County Central Booking facility for processing and an initial appearance before a District Court Commissioner. 

Rookard was ordered held at the Talbot County Detention Center without bond.
