Delaware Launches Blue Envelope Program for Drivers with Disabilities

STATE OF DE - Delaware has introduced the Blue Envelope Program, a statewide community initiative aimed at improving interactions between law enforcement and drivers with autism and other disabilities.


Program Overview


The Blue Envelope Program provides drivers with a tool to store essential documents in their vehicles. The envelope contains space for driver's licenses, registration, and insurance information. It also includes communication guidelines for officers and instructions for drivers.


The envelope features emergency contact information and space to list medical conditions that may affect behavior or responses during traffic stops.


Official Support


The University of Delaware Center for Disabilities Studies reviewed and approved the envelope's content and design. This review ensures the program meets accessibility standards for the disability community.

By providing a simple, visible tool that can be used during traffic stops or roadside encounters, the program helps reduce misunderstandings and encourages positive, informed interactions. The Blue Envelope Program is available to everyone. No qualifying questions are asked, and no identification is required to participate. It is our goal as an association to encourage all Delaware law enforcement agencies to participate in this initiative so that drivers across the state can benefit from consistent, supportive interactions," said Chief Richard McCabe, President of the Delaware Association of Chiefs of Police.


Expert Endorsement


"This program is a valuable addition to other statewide initiatives promoting the inclusion of Delawareans with disabilities," explained Dr. Sarah Mallory, Associate Director of the University of Delaware Center for Disabilities Studies. Dr. Alisha Fletcher, Director of the Delaware Network for Excellence in Autism, added, "We are pleased to have the opportunity to support the state in learning about this valuable resource."


Communication Guidelines


The envelope outlines potential behaviors individuals may exhibit during traffic stops. These behaviors include delayed responses, lack of eye contact, or use of communication devices.


The program provides reminders for first responders to speak calmly and use simple language. Officers are advised to minimize physical contact and reduce background noise when possible.


How to Use the Program


Drivers are encouraged to inform officers about their Blue Envelope and present it when requested. The envelope includes practical guidelines to help interactions proceed smoothly. The program requires no qualifying questions or identification for participation.


Availability


The Blue Envelope Program is part of a nationwide initiative to promote understanding and prevent miscommunication. The program supports the safety and dignity of all individuals during law enforcement interactions.


Delaware residents can obtain Blue Envelopes at any Delaware State Police Troop location. Residents may also contact their local police agencies to determine participation status.
