Delaware Man Arrested for Seventh DUI Offense Following Traffic Stop

ELLENDALE, DE - Delaware State Police arrested a 64-year-old Frankford man on felony DUI charges following a traffic stop in Ellendale on Monday evening. Garry Phillips faces his seventh DUI offense along with additional traffic violations.


The incident occurred on September 9, 2025, at approximately 9:00 p.m. when patrol officers observed a silver GMC Yukon traveling eastbound on Milton-Ellendale Highway near Sharon's Road.


The vehicle exhibited erratic driving behavior, including slowing down, speeding up, and driving in the middle of the roadway.


Officers conducted a traffic stop and made contact with the driver, identified as Phillips. The suspect displayed signs of impairment during the interaction. Troopers administered Standardized Field Sobriety Tests, which resulted in Phillips' arrest for driving under the influence.


A computer records check revealed that Phillips had six prior DUI-related convictions and was driving with a suspended license. Following his arrest, Phillips was transported to Troop 7 for processing.


Phillips was charged with 7th Offense DUI (Felony), Driving While Suspended or Revoked, and Failure to Remain in a Single Lane.


He was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on an $8,501 cash bond.
