Lewes, DE - Attorney General Kathy Jennings has announced the arrest of Dr. Samuel Birer, a radiation oncologist associated with Delmarva Radiation Services. The 35-year-old physician faces 25 felony counts of Dealing in Child Pornography. Birer is a contractor who provides services to Beebe Healthcare.

The arrest follows an investigation by the Delaware Internet Crimes Against Children (ICAC) Task Force. This task force is composed of personnel from the Delaware State Police and the Delaware Department of Justice.

The investigation was initiated after the Task Force received multiple CyberTips generated by Google. These alerts indicated that accounts associated with Birer contained Child Sexual Abuse Material (CSAM). Search warrants were subsequently executed by detectives and investigators, which revealed additional CSAM.

"The evidence in this investigation is shocking and abhorrent," said Attorney General Kathy Jennings. "There is absolutely nothing more important than protecting our children - especially when it comes to adults in a position of trust. I am deeply grateful for the ICAC Task Force's fierce dedication to this mission."

Birer has been employed by Delmarva Radiation Services since October 2025. He sees patients at the Beebe South Coastal Cancer Center in Millville and the Beebe Tunnell Cancer Center in Rehoboth Beach.

Current evidence does not suggest a connection between the alleged crimes and his role as a medical practitioner. There are no charges regarding contact with a child, and investigators are unaware of any victims within the local community.

Birer was arraigned and committed to the Sussex County Correctional Institution on $625,000 cash bail. The Department of Justice and Delaware State Police note that these charges are allegations and the defendant is presumed innocent until proven guilty.
