Delaware State Police Arrest Lewes Man for Home Improvement Fraud

DELAWARE - Delaware State Police have arrested a 63-year-old Lewes, Delaware, man on charges of home improvement fraud. Jeffrey Brower was taken into custody following an investigation in early September 2025.


The investigation began on September 2, 2025, when troopers received reports of fraudulent activity. Authorities determined that Brower had entered into a contract with a 66-year-old Lewes, Delaware, resident in October 2024 to perform HVAC work on the victim's property.


The victim paid Brower $7,000 for the contracted services. However, no work was performed, and the victim did not receive reimbursement for the payment. This led to a criminal investigation by the Delaware State Police.


Following the completion of their investigation, troopers obtained an arrest warrant for Brower. On September 11, 2025, Brower surrendered himself at Troop 7. He was processed and charged with Home Improvement Fraud by False Pretense $1500 or Greater and Victim is 62 Years or Older/Impaired/Disabled, which is classified as a felony.


Brower appeared before Justice of the Peace Court 2 for arraignment. He was subsequently released on a $5,000 unsecured bond.
