DELAWARE STATE POLICE ARREST TRIO FOR LARGE SCALE RETAIL THEFT

Rehoboth Beach, DE - Three New Yorkers were arrested in Delaware on charges related to orchestrated retail theft. The Delaware State Police apprehended 44-year-old Oscar Mosquera, 48-year-old Alex Toro-Londono, and 28-year-old Dagoberto Vargas-Hernandez after an eventful evening in Rehoboth Beach, Delaware.

The events began on March 16, 2024, when a Delaware State Trooper, patrolling northbound on Coastal Highway near Wilkins Road in Milford, witnessed a white Honda Odyssey tailgating another vehicle. 

The trooper stopped the vehicle and identified Mosquera as the driver, with Toro-Londono and Vargas-Hernandez as his passengers.

During the traffic stop, Mosquera failed to provide proof of insurance for the vehicle. A computer check on Mosquera revealed an active arrest warrant issued by the Hudson County Sherriff's Office in New Jersey, leading to his immediate arrest. 

A subsequent inventory search of the Honda found numerous tools typically used for shoplifting and over $20,000 worth of stolen merchandise from well-known outlets like Victoria's Secret, Brooks Brothers, Claire's, Nike, and The Fragrance Outlet.

None of the men could offer receipts or proof of purchase for the merchandise found, and many items still bore security tags. After Toro-Londono and Vargas-Hernandez were also taken into custody, a counterfeit $100 bill was found in Vargas-Hernandez's pocket.

All suspects were transported to Troop 7 and faced multiple charges. Mosquera and Vargas-Hernandez were committed to Sussex Correctional Institution, while Toro-Londono was released after posting a secured bond. The charges they face include Organized Retail Theft, Conspiracy Second Degree, Possession of Shoplifters' Tools, and, in Vargas-Hernandez's case, Forgery First Degree.
