Delaware State Police Arrest Two Suspects in a Stolen Vehicle
SEAFORD, DE - The Delaware State Police have arrested 53-year-old Lisa Savage of Salisbury, Maryland, and 47-year-old Lavarr Holbrook of Seaford, Delaware, following a traffic stop involving a stolen vehicle.
On Tuesday, December 16, 2026, at approximately 8:15 p.m., a Delaware State Trooper from Troop 5 patrolling Concord Road in Seaford, Delaware observed a 2009 Lincoln MKS. A computer check revealed that the vehicle had been reported stolen by the Salisbury Police Department.
The trooper initiated a traffic stop and identified the occupants as Lisa Savage and Lavarr Holbrook. Both suspects were taken into custody without incident.
A subsequent search of the vehicle and the suspects was conducted. Troopers discovered drug paraphernalia belonging to Savage.
Additionally, approximately 1.53 grams of heroin and 0.76 grams of crack cocaine were found concealed on Holbrook's person.
Savage was transported to Troop 5 and charged with the following offenses:
- Receiving Stolen Property Valued Over $1,500 (Felony)
- Possession of Drug Paraphernalia Not Related to Marijuana
- Driving Without a Valid License
She was arraigned by Justice of the Peace Court 7 and committed to the Sussex Correctional Institution on a $3,200 cash bond.
Holbrook was transported to Troop 5 and charged with the following offenses:
- Manufacture/Deliver/Possession With Intent to Deliver a Controlled Substance (Felony)
- Possession/Consumption of a Controlled or Counterfeit Substance
- Possession of Drug Paraphernalia Not Related to Marijuana
He was arraigned by Justice of the Peace Court 7 and committed to the Sussex Correctional Institution on a $4,400 cash bond.
