Delegate Kevin Anderson Declines Re-Election Bid for District 38A
Somerset County, MD - Delegate Howard "Kevin" Anderson will not seek re-election for Legislative District 38A. Anderson was appointed by Governor Wes Moore to fill the vacancy created by the passing of Delegate Charles Otto on October 17, 2025.
Legislative District 38A encompasses Somerset County, portions of Worcester County, and portions of Wicomico County. Anderson held the position as the technical incumbent. However, he chose not to pursue re-election and did not file prior to the deadline.
Three candidates have filed to compete for the seat. Shelley Johnson represents the Democratic Party. Timothy H. Howlett and C. L. Marshall 3rd represents the Republican Party.
One of these three individuals will fill the position previously held by Anderson, and Otto. The primary election will be held on June 23, 2026 with early voting running from June 11, 2026 until June 18, 2026.
In the primary election, the Republican side of the ticket will be decided between Marshall and Howlett, and that individual who wins in the Primary will face Johnson in the General Election, on November 3, 2026.
