Despite States’ Attorney’s Request for No Bond, Man Charged with Sexual Solicitation of a Minor Offered Bond
Talbot County, MD - A Talbot County man was arrested on October 28, 2025, following an investigation into the sexual solicitation of a minor, according to the Talbot County Sheriff's Office Criminal Investigations Division. Timothy William Fish, 37, of McDaniel, Maryland, was charged with one count of Sexual Solicitation of a Minor.
In October 2025, investigators received information that Fish was communicating with a social media account belonging to an underage person. The conversation allegedly involved sexual acts, and an agreement was made to meet for sexual purposes, though the meeting did not take place.
Investigators obtained an arrest warrant for Fish, who was taken into custody without incident in the Easton area. He was transported to the Talbot County Central Booking facility for an initial appearance before a District Court Commissioner and was initially held without bond at the Talbot County Detention Center. At a bail review on October 29, 2025, a judge ordered that he continue to be held without bond.
Search warrants were executed for Fish's person, vehicle, and residence, where evidence related to the investigation was recovered.
On November 24, 2025, a preliminary hearing was held in Talbot County District Court. A judge determined there was sufficient probable cause to forward the case to the Talbot County Circuit Court for trial.
During a subsequent bail review in front of the Honorable Judge Karen R. Ketterman, the judge reduced Fish's bond to $150,000, with a 10% posting requirement. This decision was made over the objection of the Talbot County State's Attorney's Office.
We want to be abundantly clear that the Talbot County State's Attorney's Office adamantly objected to any bond and even though the judge found probable cause, they still offered him a $150,000 bond with 10% posting requirement.
Fish's pre-trial release conditions include electronic monitoring, no contact with anyone under 18, no internet access, and he is not to leave his residence except for required appointments.
The investigation was a collaborative effort involving the Talbot County Sheriff's Office Criminal Investigations Division, Homeland Security Investigations (HSI), the Talbot County Sheriff's Office Patrol Division, and members of the Talbot County Drug Task Force.
