DISTURBANCE LEADS TO ARREST IN QUEEN ANNE COUNTY, MARYLAND

Queen Anne's County, MD - On June 22 at approximately 5:15 PM, deputies from Queen Anne's County responded to a reported disturbance on Charles I. Boyle Road in Queen Anne, Maryland.
According to DFC Patrick, who was off-duty and in plain clothes at the time, the disturbance involved a man later identified as Venancio Garcia Chavez. DFC Patrick observed Chavez in the roadway with several other individuals, causing a disruption.
Cpl. Matteson arrived at the scene and spoke with three individuals who explained that a gathering was taking place at a nearby residence and that Chavez was a guest at the event. The individuals stated that Chavez had left the residence to urinate in the front yard, after which he entered the roadway and attempted to flag down a combine that was passing by.
Witnesses reported that Chavez tried to open the door of the combine to gain entry but was unsuccessful. He allegedly held onto the combine and refused to let go until a partygoer intervened, placing Chavez in a chokehold to remove him from the vehicle and escort him back toward the residence.
Cpl. Matteson subsequently engaged with Chavez, who appeared to be highly intoxicated.
Officials on the scene attempted several times to obtain Chavez's account of the events; however, he was uncooperative, displaying aggressive behavior toward the deputies and providing incoherent responses.
To de-escalate the situation, deputies coordinated with a partygoers at the residence to arrange for a sober driver to transport Chavez home. When the designated driver arrived, Chavez reportedly became angry, refused to enter the vehicle, and began arguing with the deputies.
During the interaction, Chavez allegedly struck a deputy in the groin area. Chavez was taken into custody and charged with the following offenses:
