DOJ Secures Convictions in the Murder of Marell Lowe
State of Delaware - Two men have been convicted in New Castle County Superior Court in connection with the 2022 murder of 19-year-old Marell Lowe.
Jhaivon Carter, 22, of Wilmington, Delaware, was convicted of Murder in the First Degree and Possession of a Firearm During the Commission of a Felony on March 12, 2026, following a jury trial.
Xavier Carter-Baird, 19, of Milford, Delaware, pleaded guilty on February 26, 2026, to Reckless Endangering in the First Degree and Possession of a Firearm During the Commission of a Felony.
The incident occurred on August 14, 2022, in the area of West 23rd Street in Wilmington, Delaware. Carter and his then-15-year-old cousin, Carter-Baird, fired at Lowe. Carter shot first and struck Lowe, resulting in his death. Evidence confirmed that Carter-Baird's shots did not hit the victim.
Attorney General Kathy Jennings commented on the outcome. "Another life has been cruelly cut short by senseless gun violence," she said. "My office will continue to hold gun offenders accountable to the fullest extent of the law for the devastation that they cause. I am deeply grateful to our prosecution team and our partners in the Wilmington Police Department for their excellent work in this case. I can only hope that these convictions bring some small relief to the family."
Wilmington Police Chief Wilfredo Campos also addressed the result. "I am proud of the hard work of our investigators, who worked tirelessly to solve this case and hold these violent offenders accountable," he said. "We hope these convictions can bring some degree of comfort to the victim's family."
