Fairfax Man Charged with 25 Criminal Violations Including Impersonating a Police Officer

Talbot County, MD - On July 22, 2025, deputies from the Talbot County Sheriff's Office arrested Richard Randolf Browning V, a 30-year-old resident of Fairfax, Virginia on a arrest warrant issued by the Talbot County Circuit Court on July 9, 2025.
