Female Victim Flown to Shock Trauma After Alleged Hit-and-Run Incident

Cambridge, MD - On July 5, 2025, at approximately 3:26 p.m., officers from the Cambridge Police Department responded to the 500 block of Muir Street in Cambridge, Maryland, following a report of a medical emergency.
Upon arrival, officers located a female victim who appeared to be suffering from a drug overdose. Further investigation revealed evidence indicating that the victim had been struck by a vehicle and left at the scene in her condition.
Authorities determined that the victim was struck as the vehicle fled the area. Following the incident, the female victim was transported via Maryland State Police helicopter to Shock Trauma for treatment.
Later that day, at approximately 6:57 p.m., officers located the suspect vehicle and identified a driver matching the provided description operating the vehicle near a Family Dollar store. A traffic stop was initiated, leading officers to contact Justin Andre Cannon, 34, of Seaford, Delaware.
A Dorchester County Sheriff's Office K9 Unit was called to the scene to conduct a sniff of the vehicle. The K9 unit provided a positive alert for the presence of Controlled Dangerous Substances (CDS). Upon searching the vehicle, officers discovered individually packaged quantities of heroin.
Cannon was subsequently taken into custody and transported to the Cambridge Police Department for further investigation. During questioning, Cannon admitted to being with the female victim and confirmed that he had struck her with his vehicle.
Following his admission, he was turned over to the Dorchester County Department of Corrections without bond.
Authorities have charged Cannon with a series of offenses, including drug-related crimes and multiple traffic violations.

- CDS Possession Not Cannabis (3 counts)
- Driver Failure to Stop at Stop Line
- Driver Failure to Obey Properly Placed Traffic Control Device

- Failure to Immediately Stop and Remain at the Scene of an Accident Involving Bodily Injury
- Violation of §20-102 (Failure to Act When Knew/Should Have Known Accident Might Result in Severe Bodily Injury)
- Failure to Stop Vehicle at the Scene of an Accident with Bodily Injury
- Failure to Render Reasonable Assistance to an Injured Person After an Accident
