Former Worcester County State's Attorney Joel Todd Files for Caroline County State's Attorney

Caroline County, MD - Former Worcester County State's Attorney Joel Todd has filed to run for State's Attorney of Caroline County. He will run unopposed in the upcoming election.

The position became available after Caroline County State's Attorney Joe Riley was appointed to serve as judge of the Caroline County District Court in 2022. Following Riley's appointment, Sloan Franklin was named Caroline County Interim State's Attorney.

Franklin, an attorney from Anne Arundel County, had recently relocated to Caroline County and accepted the position as States Attorney.

Franklin did not file for election to the State's Attorney position. Todd, now a resident of Denton, Maryland, is the sole candidate for the role.

Todd previously served as Worcester County State's Attorney but was defeated in the 2010 election by Beau Oglesby. Oglesby held the position from 2011 to 2018 before being appointed to the Circuit Court for Worcester County, where he continues to serve.

Following Oglesby's appointment to the Circuit Court, Deputy State's Attorney Billy McDermott was named interim State's Attorney. McDermott was later defeated by Kristin Heiser, who currently serves as Worcester County State's Attorney.
