Four Arrested After Multi-Agency Pursuit of Dirt Bike Operators

CAMBRIDGE, MD - Cambridge Police Department officers arrested four individuals following a lengthy pursuit involving multiple dirt bikes on September 10, 2025. The incident began at approximately 3:43 p.m. when officers observed five dirt bikes operating illegally on Washington Street and Foxtail Drive.
Officers noted that none of the operators wore safety helmets and were performing wheelies on the roadway. When police attempted to conduct a traffic stop, all five dirt bike operators fled from officers.
The suspects traveled throughout the Greenwood Avenue area in a reckless manner, running stop signs, exceeding speed limits, weaving through traffic, and showing no regard for other drivers.
Multiple officers from the Cambridge Police Department and the Dorchester County Sheriff's Office converged on the area to monitor the suspects' movements from safe distances. The dirt bikes continued down Maces Lane toward Route 16, where officers attempted additional traffic stops. The operators continued to flee from law enforcement.
In the area of Route 16 and Race Street, one operator fell from a dirt bike and abandoned the vehicle before climbing onto another dirt bike to continue fleeing. Officers recovered the abandoned dirt bike at this location.
Information was relayed to officers that subjects were loading dirt bikes into a U-haul van in the Christ Rock area off Dailsville Road. The Cambridge Police Department Drone Unit deployed a drone to locate the dirt bikes. The drone observed a U-haul van in the parking lot of the area.
As the first Cambridge Police officer arrived on scene, a male subject wearing red clothing fled on foot. Officers pursued and apprehended the subject in a nearby field.
Other Cambridge Police officers and Dorchester County Sheriff's Office deputies located a second subject hiding in the back of the U-haul van with two additional dirt bikes. The second subject was arrested, and the dirt bikes were recovered and seized.
While officers were in this area, two more dirt bikes returned to the location. Officers attempted traffic stops on these vehicles, but they fled again. Cambridge Police and the Dorchester County Sheriff's Office coordinated efforts and successfully stopped one dirt bike, placing a third subject under arrest.
The final dirt bike fled from officers down a dirt driveway off Route 16 and was last observed near Bucktown Road.
The three arrested individuals were transported to Cambridge Police Department for processing. Shortly afterward, the Dorchester County Sheriff's Office received a call regarding a suspicious person approaching houses on Aireys Road.
Cambridge Police officers responded to assist and positively identified the subject as being involved in the fleeing and eluding incident.
Officers also recovered a fifth dirt bike at this location. The fourth subject was then transported to the Cambridge Police Department for processing.
All dirt bikes were recovered and seized during the operation.
The four arrested individuals were identified as Willie Frank Jones, 24, of Salisbury, Maryland; Malik Javon Johnson, 22, of Princess Anne, Maryland; Malik Lloyd Westcarth, 20, of Salisbury, Maryland; and Joshua Montalvo, 21, of Salisbury, Maryland.
All subjects appeared before a Court Commissioner for an initial appearance and were later released on personal recognizance.
The Cambridge Police Department has contacted the Dorchester County State's Attorney's Office regarding possible forfeiture proceedings for the dirt bikes.
Each suspect faces multiple charges related to the incident.
Joshua Montalvo was charged with 27 offenses including obstruct and hinder, disorderly conduct, various registration and licensing violations, reckless driving, negligent driving, and multiple counts of attempting to elude police.
Willie Frank Jones faces 29 charges including similar traffic violations and eluding charges.
Malik Javon Johnson was charged with 26 offenses, including driving on a suspended license in addition to the other violations.
Malik Lloyd Westcarth faces 27 charges similar to the other suspects.
The charges against all four suspects include various combinations of obstruct and hinder, disorderly conduct, registration violations, driving without proper licensing, reckless and negligent driving, failure to obey traffic signals, and attempting to elude uniformed police officers.
