Governor Matt Meyer has announced a new initiative aimed at assisting Delaware families facing challenges with their utility bills. A renewed agreement between the Delaware Sustainable Energy Utility (SEU) and Delmarva Power will expand the Home Energy Check-Up and Counseling Program (HEC²), providing both immediate financial relief and long-term energy efficiency improvements.

"Today, the State of Delaware is proud to announce a significant step forward for families in our state. Through this renewed partnership between the Delaware Sustainable Energy Utility (SEU) and Delmarva Power, we are expanding the Home Energy Check-Up and Counseling Program (HEC²). This expansion will not only provide immediate utility bill credits to eligible households but will also invest in long-term energy efficiency improvements to help reduce costs over time," said Governor Meyer.

The agreement will allocate nearly $6.5 million in total funding to provide immediate financial credits to eligible households. Additionally, investments in energy-saving improvements aim to help lower ongoing energy expenses.

"This is a win for the people of Delaware. At a time when energy prices have stretched household budgets throughout both winter and summer, this agreement will deliver nearly $6.5 million in relief and energy-saving support to our communities-without shifting any of the cost burden onto customers. It's a model of what collaboration between government, utilities, and community organizations can achieve when we prioritize the needs of people. Together, we're building a more resilient, energy-efficient Delaware where no one is left behind," Meyer added.

Eligibility for the program includes applicants earning up to 350% of the federal poverty level who are delinquent on their energy bills. The state estimates that nearly 20,000 Delawareans will benefit from this one-time funding allocation. The initiative does not require the passage of any new legislation for implementation, allowing funds and support to be readily available for distribution.

This initiative highlights a collaborative approach between state government, utility providers, and community organizations.

Both immediate relief and sustainable solutions are central to its design, reflecting the state's commitment to assisting vulnerable populations and improving energy efficiency across Delaware.
