Kevin Hamilton Manning Sentenced to 41 Years for Sexual Assault and Witness Intimidation

Talbot County, MD - Kevin Hamilton Manning, a 34-year-old resident of Talbot County, Maryland, has been sentenced to 41 years in prison, with all but 18 years suspended, in the Circuit Court for Talbot County.


Manning's sentencing on July 24, 2025, followed his guilty plea to ten counts across two criminal cases.  


The first case involved the sexual assault of a 3-year-old child, for which Manning pleaded guilty to a felony charge of a third-degree sex offense. The second case included multiple charges related to witness intimidation.


Manning pleaded guilty to two counts of witness intimidation, two counts of electronic communication harassment, and five counts of violating a protective order. The charges arose from threats and harassment directed at the child's mother.  


During the sentencing hearing, Deputy State's Attorney Chelsea Endzel, who prosecuted the case, emphasized Manning's prior criminal history, which included a 2016 conviction for the sexual assault of a 7-year-old child.


Endzel urged the court to impose a sentence of 41 years, suspending all but 30 years, citing concerns about Manning's risk of reoffending.  


"With Mr. Manning, the question is not whether he will re-offend but when," Endzel stated in court. "The State asks this Court to put that date off for as long as possible and do the only thing that will keep the majority of the public safe by imposing a sentence significantly above the defendant's guidelines."  


Upon Manning's release from incarceration, he will be placed under five years of supervised probation with the following special conditions:


  • Registration as a tier 3 sex offender with lifetime supervision  
  • No contact with the victims in these cases  
  • Submission to a mental health evaluation and treatment, if recommended  
  • Complete abstinence from alcohol, controlled dangerous substances, and any form of substance abuse  


The case involved a collaborative investigation by the Easton Police Department, the Talbot County Department of Social Services, and the Talbot County State's Attorney's Office. Manning's prosecution was led by Deputy State's Attorney Chelsea Endzel.
