Khalil Bivens Sentenced for Murder and Assault in Wicomico County

Wicomico County, MD - Khalil Bivens, a 20-year-old resident of Salisbury, Maryland, was sentenced on August 6, 2025, in the Circuit Court for Wicomico County. Bivens received a life sentence with all but 40 years suspended for First-Degree Murder and an additional consecutive 10-year sentence for First-Degree Assault.
This sentencing, determined after consultation with the victim's family, ensures a 50-year active prison term followed by five years of supervised probation. Any probation violation could result in the enforcement of the remaining life sentence.
The charges stem from an incident on October 28, 2024. Bivens, along with three others, arrived at the Cash Market on West Road in Salisbury, Maryland, armed with a 9mm handgun.
Bivens fired multiple shots into a crowd gathered outside the market, leading to the death of one victim and injuring another individual. The group then fled the scene.
On November 1, 2024, Bivens and a co-defendant were apprehended after a vehicle chase through Salisbury involving law enforcement. During the pursuit, Bivens discarded a bag containing the firearm used in the crime, which was recovered by police. Investigators determined the incident was connected to ongoing gang violence in Wicomico County, Maryland.
Wicomico County State's Attorney Jamie L. Dykes commented, "As I have stated multiple times in the past, violent gang activity continues to escalate in Wicomico County. As I have stated multiple times in the past, my Office and our law enforcement partners will not tolerate this lawless behavior and will continue to work tirelessly to hold the perpetrators to account. This sentence ensures Mr. Bivens will spend decades in the Division of Corrections, where he can pose no threat to the citizens of Wicomico County."
State's Attorney Dykes praised the collaborative efforts of the Wicomico County Sheriff's Office, the Salisbury Police Department, and the Maryland State Police (MSP) in responding to this incident. Special recognition was given to CPL C. Willey of the MSP Homicide Unit for his investigative work, as well as Deputy State's Attorney D. Scott Messersmith, who prosecuted the case.
