LAUREL POLICE DEPARTMENT SERVE EARLY MORNING WARRANT AND ARREST TWO SUBJECTS

Laurel, DE - The Laurel Police Department has announced a month-long investigation, that has culminated on May 23, 2025, with the successful execution of a search warrant in the 2000 block of Carvel Gardens Apartment Complex in Laurel, Delaware.


This operation was supported by the Seaford Police Department's S.P.E.A.R. Team.


Once the search warrant was served, authorities discovered various quantities of crack cocaine and prescription medications, all packaged for illicit sale.


The investigation primarily targeted 39-year-old Jessica Young of Laurel, Delaware, who was present at the scene. Accompanying her was 38-year-old Ricky Horsey, also of Laurel, Delaware.


Both individuals were arrested without incident at the location. Subsequently, they were transported to the Laurel Police Department, facing a series of serious charges.


The list of charges included the following:


  • Manufacture/Deliver/PWID Controlled Substance (Class D Felony)
  • Possession of Controlled Substance Tier 1 Quantity (Class G Felony)
  • Possess Consume a Controlled or Counterfeit Substance x4 (Class B Misdemeanor)
  • Possession of Drug Paraphernalia (Class B Misdemeanor)


Following their arraignment by Justice of the Peace Court #2, Young and Horsey were remanded to the Sussex Correctional Institute, with each held on a secure bond of $12,000.
