A Career of Leadership and Service
Lt. Colonel Meadows began his career in 1995 with the New Castle County Police Department. He transitioned to the Delaware State Police in 1997 as part of the 67th Delaware State Police Academy Class.
Upon graduation, Meadows was assigned to Troop 3 for field training and promoted to Trooper within the same year. During his early years, he served at Troops 3, 6, and 2, responding to patrol and investigative calls for service.
Throughout his career, Meadows held key positions in multiple specialized units, including the Governor's Task Force, the Special Investigations Unit, and the Intelligence Section. He also joined the DSP Pipes and Drums band in 2001, representing the agency in ceremonial and operational capacities.
Promotions and Notable Assignments
Lt. Colonel Meadows' leadership roles expanded as he progressed through the ranks. Promoted to Lieutenant in 2010, he oversaw operations in the Criminal Investigative Unit at Troop 2. By 2012, he was named a Captain and became the Director of the Delaware State Bureau of Identification, where he managed critical functions, including criminal history records, background checks, and sex offender registration.
One of his notable assignments came in 2013 when he led DSP's Intelligence and Homeland Security Section. This role involved oversight of specialized units such as the Joint Terrorism Task Force and the High Technology Crimes Unit, as well as serving as the Director of the Delaware Information and Analysis Center.
Promoted to Major in 2016, Meadows joined the Executive Staff and managed operations for DSP's specialized units, including Aviation, Homicide, and Explosive Ordnance Disposal.
He provided leadership during major incidents such as the James T. Vaughn prison barricade and the standoff following the death of Corporal Stephen J. Ballard.
Final Years as Deputy Superintendent
Lt. Colonel Meadows achieved the rank of Lieutenant Colonel in 2020 and assumed the role of Deputy Superintendent. His responsibilities included oversight of operational components such as patrol troops, specialized units, aviation, and internal affairs.
He was instrumental in implementing the body-worn camera program and enhancing the Public Information Office.
Educational Background and Recognitions
Meadows holds a Master of Science in Human Resource Management and a Bachelor of Science in Criminal Justice, both from Wilmington University.
He is a graduate of the FBI National Academy, the FBI National Executive Institute, and the Naval Postgraduate School's Fusion Center Leaders Program, among others.
His contributions have earned him two Lifesaving Awards and multiple Exceptional Performance Awards.
