Man Arrested for Fifth DUI and Drug Charges Following Welfare Check

Millsboro, DE - The Delaware State Police have arrested a Millsboro resident on multiple charges, including a fifth offense Driving Under the Influence (DUI), after responding to a welfare check on an unconscious driver.
On July 20, 2025, at approximately 4:00 p.m., troopers were dispatched to the 30000 block of Iron Branch Road in Dagsboro, Delaware, following a report of a man leaning out of a vehicle while parked on the southbound shoulder.
Witnesses observed a parked Ford Escape with its right turn signal activated and windshield wipers in operation, noting the vehicle's driver appeared unresponsive. Arriving officers identified the driver as 62-year-old Kurt Faulkner of Millsboro, Delaware.
According to authorities, Faulkner was sweating heavily and displayed visible signs of impairment. An open bottle of whiskey was found in the vehicle. Emergency medical services transported Faulkner to a nearby hospital for medical evaluation shortly thereafter.
Further investigation revealed Faulkner had four prior DUI convictions. During a subsequent inventory search of the vehicle, authorities recovered 26 baggies of suspected heroin and drug paraphernalia. Officers secured a search warrant for Faulkner's blood to confirm impairment.
Faulkner was taken into custody following his release from the hospital.
He was charged with the following offenses:
- Fifth Offense DUI (Class E Felony)
- Noncompliance with Conditions of Bond (Class E Felony)
- Possession of a Controlled Substance
- Possession of Drug Paraphernalia
- Driving While Suspended/Revoked
- Failure to Have Registration Card in Possession
Faulkner was arraigned by Justice of the Peace Court #3 and subsequently transported to Sussex Correctional Institution. He is being held on an $8,500 cash bond.
