OCPD Lieutenant Charles J. Kelley Graduates From FBI National Academy Session 297
Ocean City, MD - Ocean City Police Chief Raymond J. Austin has announced that Lieutenant Charles J. Kelley has graduated from the 297th session of the FBI National Academy. The graduation took place on March 18, 2026, at the FBI Academy in Quantico, Virginia.
The FBI National Academy is recognized internationally for its academic standards and advanced training. The 10-week program focuses on communication, leadership, and physical fitness. Participants are selected based on their records of professionalism and service within their agencies.
On average, attendees have more than 20 years of law enforcement experience. Many graduates go on to serve in executive leadership roles.
A total of 253 law enforcement officers graduated from Session 297. The class included participants from 48 states, the District of Columbia, and 24 countries. Attendees represented local, state, federal, military, and international law enforcement organizations.
Courses at the FBI National Academy are taught by FBI Academy instructors, special agents, and other credentialed staff members. Many are recognized experts in their fields. Since 1972, participants have also had the opportunity to earn undergraduate and graduate academic credit through the University of Virginia, which accredits all National Academy courses.
Chief Austin said Lieutenant Kelley's graduation reflects both personal achievement and long-term value for the department.

Lieutenant Kelley also shared remarks about his experience at the academy.

My mission now is to lead from the front, upholding our sacred oath to this Nation and its people while forging the next generation of resilient leaders.
