Subject Wanted in Three States has been Arrested for Identity Theft and Other Charges
Rehoboth Beach, DE - On March 14, 2026, at approximately 5:48 p.m., the Rehoboth Beach Police Department received a report of an active identity theft within city limits. Officers responded to the area of Christian Street to investigate the incident.
During the investigation, officers determined that a suspect attempted to use a victim's credit card to rent a room. The suspect was later identified as 43-year-old Shataya R. Kennedy of Washington, D.C.
Officers discovered that Kennedy successfully rented a room using a second victim's credit card.
Kennedy checked into the room under the false name of Monique Carter. When officers contacted Kennedy in her room, she provided this false name.
Officers subsequently confirmed her true identity. It was also discovered that Kennedy had active warrants in three other states.
Kennedy was taken into custody without incident. She faces multiple charges, including a felony count of identity theft. Misdemeanor charges include unlawful use of a credit card, falsifying business records, criminal impersonation, theft of services, and being a fugitive from another state.
Following her arrest, Kennedy was committed to the Delores J. Baylor Women's Correctional Institution. She is being held in lieu of an $8,000 secured bond.
