Suspect Extradited for Negligent Vehicular Homicide

EASTON, MD - On September 3, 2025, the Easton Police Department announced the extradition of Cilicia Siler, a 58-year-old resident of Philadelphia, Pennsylvania, in connection with a fatal car crash that occurred last year. An arrest warrant was issued for Siler, who faces multiple charges including Negligent Homicide while Under the Influence and Negligent Manslaughter.
The incident took place on June 13, 2024, at approximately 3:55 p.m. Easton Police Department officers were dispatched to the scene of a single-vehicle crash on Ocean Gateway near Cecil Drive. Upon arrival, they found a 2015 Cadillac SRX that had struck a guardrail.
The driver was identified as Cilicia Siler, and an unconscious male was found in the front passenger seat.
Officers at the scene observed that Siler exhibited signs of impairment, including slurred speech, glassy eyes, and the odor of alcohol.
According to the report, she was unsteady on her feet and collapsed twice before being placed in a ambulance. Both Siler and the passenger sustained severe injuries and both were eventually taken to the R. Adams Cowley Shock Trauma Center at the University of Maryland.
An investigation was conducted by the Maryland State Police CRASH Team and the Easton Police Department. The investigation concluded that Siler was operating the vehicle at a speed exceeding the posted limit.
She lost control of the car, causing it to strike a guardrail on the right side of the road before skidding across the roadway and hitting another guardrail in the median. It was also determined that both Siler and the passenger were not wearing seatbelts and that Siler was driving under the influence of alcohol.
On May 28, 2025, the passenger died from the injuries he sustained in the collision. Following his death, an arrest warrant was issued for Siler. In addition to the homicide charges, she faces 15 other traffic violations, including DUI, Excessive Speed, and Driving on a Revoked License.
Siler was subsequently arrested in Philadelphia, Pennsylvania and held at the Philadelphia Department of Prisons before being extradited to Maryland. She has since been released into the custody of the Talbot County Detention Center.
