SUSPICIOUS VEHICLE LEADS TO FELONY FUGITIVE ARREST

Laurel, DE - On October 29, 2023 at approximately 9:54 pm, a Laurel Police Department Officer on patrol and conducting a patrol check at Laurel River Park, in the area of Park Lane and W 6th Street in Laurel, DE. 

The officer observed an occupied vehicle in the park, which is closed after sunset and has posted "No Trespassing" signs.

The officer contacted two occupants of the vehicle, a male and female. The male subject became disorderly with the officer and refused to identify himself for the trespassing investigation. 

After numerous attempts were made to identify the male subject it was determined the only remedy was to detain the subject to properly identify him.  

The subject briefly physically resisted his detention before being secured without further incident, while still refusing to identify himself.

After a significant amount of time, the subject was identified through investigative measures as Vincent J Robins (28) of Preston, MD. Robins was found to have a Sussex County Court of Common Pleas Fail to Appear Capias for a 2023 Delmar PD resisting arrest case, and an active Felony Burglary warrant issued by the Federalsburg, MD, Police Department.

As a result of this incident, he was charged by the Laurel Police Department for the following crimes:


  • Resisting Arrest (Misdemeanor)

  • Trespassing (Misdemeanor)


He was released on his own recognizance for the new charges, but committed into the custody of Sussex Correctional Institution for his active warrants.

The female subject, a 27-year-old female from Seaford, DE, fully cooperated with the investigation and was not charged with any crime. She was released with a trespassing warning, as is general practice for these cases when subjects are cooperative and do not have active warrants.
