Traffic Stop in School Zone Leads to Weapons and Narcotics Charges

Queen Anne's County, MD - On February 24, 2026, at approximately 9:55 a.m., a traffic stop was initiated near the Matapeake School Complex. DFC Schultz was conducting speed enforcement in the area of Route 8 and Camp Wright Lane.

A vehicle was observed on radar traveling 56 mph in a posted 40 mph zone. DFC Schultz followed the vehicle and initiated the stop in a posted school zone.

The driver was identified as James Brown, a 61-year old man from Stevensville, Maryland.

During the initial contact, DFC Schultz observed that the front windows of the vehicle were heavily tinted. A tint meter test was conducted on the windows, which returned a reading of 15.

A K9 team was requested and responded to the scene to conduct a scan of the vehicle. A positive alert from the K9 was observed during the scan.

A probable cause search of the vehicle was subsequently conducted by deputies. During this search, DFC Kendall located a loaded semi-automatic handgun inside the center console.

A search of Brown's person was then conducted by DFC Schultz. Deputies located 88 Oxycodone pills in a clear plastic baggie, as well as CDS paraphernalia. Brown was placed under arrest at the scene.

Brown was charged with multiple offenses. These include CDS possession with intent to distribute narcotics, CDS possession with intent to distribute near a school, firearm use in a felony or violent crime, and firearm use in a drug trafficking crime.

Additional charges include CDS distribution with a firearm, two counts of CDS possession of paraphernalia, and CDS possession (not cannabis). He was also cited for operating a vehicle on a highway with unauthorized window tinting material, driver failure to obey properly placed traffic control device instructions, and driving a vehicle on a highway at a speed exceeding the limit.
