Traffic Stop Results in Drug-Related Charges for Cambridge Woman

CAMBRIDGE, MD - A Cambridge woman was arrested on drug-related charges following a traffic stop on September 9, 2025.
The incident occurred at approximately 12:00 p.m. when detectives assigned to the Proactive Community Engagement Unit conducted a traffic stop on Cedar Street at Moreland Avenue. The stop was initiated due to an equipment violation observed on the vehicle.
Officers identified the driver as 28-year-old Rhea Phyllana Rookard of Cambridge, Maryland. During the traffic stop, detectives requested assistance from a K9 Unit to conduct a narcotics search of the vehicle.
The K9 unit conducted a sniff for controlled dangerous substances, which resulted in a positive alert. This provided probable cause for a more thorough search of the vehicle and suspect.
During the vehicle search, detectives discovered smoking devices and packaging materials commonly used to inhale and store heroin. A subsequent search of Rookard revealed she was in possession of heroin.
Rookard was processed and later released on criminal citations. She faces charges for CDS Possession Not Cannabis and CDS Possession Paraphernalia.
The Proactive Community Engagement Unit continues to conduct traffic enforcement operations throughout Dorchester County as part of ongoing community safety initiatives.
