Two Arrested Following Harassment Complaint and Drug Discovery in Easton
EASTON, MD - Two men were arrested on Tuesday afternoon after police responded to a harassment complaint in the Brookwood Avenue area. The incident occurred on November 26, 2025, at approximately 3:35 p.m.
Officers from the Easton Police Department were dispatched after a female victim reported that two individuals were following her.
She stated that one of the men made a disturbing comment, causing her to flee and hide behind a nearby building. She was able to provide police with descriptions of both suspects.
Officers located two individuals matching the descriptions on the Rails to Trails near Port Street. The suspects were identified as James C. Carter, 39, and Joshua T. Mundy, 38, both residents of Easton, Maryland.
According to the report, Carter and Mundy attempted to walk away as police approached and did not comply with commands.
Officers observed Carter discarding a substance suspected to be crack cocaine. A subsequent search of Carter revealed additional suspected crack cocaine.
The victim positively identified both men as the individuals who had been following her. She specifically identified Carter as the individual who made the disturbing comment.
Both Carter and Mundy were arrested and charged with obstructing and hindering, public intoxication, stalking, harassment, and possession of a controlled dangerous substance (not cannabis).
Mundy was released following his initial appearance on a $500.00 unsecured personal bond. Carter was also released following his initial appearance on a $1,000.00 unsecured personal bond.
