Washington DC Man Arrested and Charged with Kidnapping, Carjacking and Several Additional Charges

Talbot County, MD - On March 7, 2026, a motor vehicle theft in the 1000 block of North Washington Street was responded to by officers of the Easton Police Department.

During the response, multiple 911 calls were received regarding an individual clinging to the hood of a vehicle traveling westbound on Ocean Gateway (Rt 50).

Dispatch reported that the original caller remained on the line but could not be communicated with. The location of the call was plotted near east Kennedy Street in Easton, Maryland.

The vehicle was located by officers in the vicinity of Kennedy Street. At that time, the victim was no longer observed on the hood.

The vehicle then proceeded westbound on Ocean Gateway. Due to concerns that the victim was inside the vehicle with the suspect, a pursuit was initiated into Queen Anne's County, Maryland.

The vehicle was successfully stopped by law enforcement and the victim was located unharmed in the passenger seat of the vehicle.

The driver was identified as 25-year-old Shakur I. Brown of Washington, D.C. Brown was taken into custody at that time. Brown was charged with kidnapping, carjacking, first- and second-degree assault, reckless endangerment, unlawful taking of a motor vehicle, and false imprisonment.

He was subsequently remanded to the custody of the Talbot County Detention Center. On March 9, 2026, Brown was offered a bond hearing, where he was ordered to be held without bond.
