Worcester County Commissioners Appoint Steven Doutt as Deputy Finance Officer
Worcester County, MD - The Worcester County Commissioners have named Steven Doutt as the new deputy finance officer. In this position, Doutt will assist the finance officer in planning, organizing, and directing the functions of the Treasurer's Office. He brings over a decade of financial management experience from the government, nonprofit, and public sectors.
Commissioner President Ted Elder commented on the value Doutt adds to the administration. "Steven brings a depth of financial expertise and public-service experience that will be an asset to Worcester County's financial leadership team," Elder said. "We are confident that his leadership, professionalism, and analytical insight will help to strengthen the Treasurer's Office and support sound stewardship of taxpayer resources."
Prior to this appointment, Doutt served as the deputy treasurer for the City of Fruitland. His responsibilities included overseeing revenue billing, accounts payable, and budget preparation. He also acted as a liaison to the city council regarding financial matters.
Before joining the City of Fruitland in 2022, Doutt was the finance manager with Delmarva Community Services. There, he directed accounting, fiscal reporting, and compliance with government regulations.
Doutt expressed his readiness to begin the new role. "I am excited to serve the residents of Worcester County and honored to join such a dedicated and talented team," Doutt said. "I look forward to working collaboratively to support strong financial stewardship for the County."
Beyond his employment, Doutt is an active member of the Government Finance Officers Association (GFOA). He has served as a panelist and moderator during the GFOA Annual Conference and volunteered as a Popular Annual Financial Reporting Award judge.
He previously contributed as a commission member for Wicomico County's Compensation and Allowance Commission. Doutt holds a Bachelor of Science in Accounting from Salisbury University.
