Worcester County Commissioners Elect New President and Vice President

SNOW HILL, MD - On December 2, 2025, the Worcester County Commissioners conducted an election for board leadership, re-electing Commissioner Theodore J. Elder as president and electing Commissioner Madison J. Bunting, Jr. as vice president.

Commissioner Elder, who represents the Western District (District Four), is currently in his third term on the board. Initially elected in 2014, he has served as president since December 2024.

His prior leadership roles on the board include serving as vice president from 2017 through 2018 and again from 2019 through 2022. In addition to his duties as president, Commissioner Elder serves as a voting member of the Tri-County Council (TCC) for the Lower Eastern Shore of Maryland and is a member of the Health Planning Advisory Council.

A resident of Whaleyville, Commissioner Elder is a retired Worcester County bus contractor, having served as president of the Bus Contractor's Association for 20 consecutive terms. His professional background also includes business ownership in the county since 1982 and a term as a teacher at Worcester Technical High School.

Commissioner Bunting, representing the Northern District (District Six), was elected as vice president. He has served on the board since 2010 and is currently in his fourth term. His previous leadership experience includes serving as board president from 2014 to 2016 and as vice president from 2022 to 2024.

Commissioner Bunting represents the commissioners on the Commission for Aging, the Water and Sewer Advisory Committee, and the Maryland Association of Counties (MACo) Legislative Committee.

A resident of Bishopville, Commissioner Bunting is a retired professional land surveyor who owned and operated a surveying and land planning business for 18 years. Prior to his election as commissioner, he served on the Worcester County Planning Commission for four years, including three years as chair, and on the Board of Zoning Appeals for six years, including four years as chair.

The Board of Worcester County Commissioners functions as the legislative and executive branch of the county government, comprising seven members elected from specific districts for four-year terms.

The current board is serving the 2022-2026 term. Meetings occur on the first and third Tuesday of each month at the Worcester County Government Center in Snow Hill.
