Crystal Spa Raid Uncovers Alleged Trafficking, Owner Sought
State of DE - On Wednesday, July 15, 2026, detectives with the New Castle County Division of Police executed a search warrant at Crystal Spa, located in the 1700 block of Foulk Road. The search followed a months-long investigation into suspected human trafficking and illegal activity at the business.
The investigation began in May 2026 when detectives with the New Castle County Drug and Human Trafficking Investigations Team looked into the spa's operations. During the July 15 search, detectives identified 71-year-old Nan Son Yim, of Flushing, New York, as the operator of Crystal Spa.
Detectives also found three adult women inside the business, ages 47, 54, and 56. The women were identified as victims of human trafficking who were allegedly forced to work 12-hour shifts, seven days a week, without proper pay.
During the search, detectives seized $15,975 in cash along with bulk quantities of condoms and other items connected to an illicit massage business. Nan Yim was taken into custody and charged with three felony counts of human trafficking for forced labor, two felony counts of human trafficking for sexual servitude, one felony count of promoting prostitution in the second degree, and one felony count of conspiracy in the second degree.
Yim was arraigned in Justice of the Peace Court 11. She was held at the Delores J. Baylor Women's Correctional Institution after failing to post $108,000 cash bail.
Detectives also found two men inside Crystal Spa during the search. Thomas Hofer, 78, of West Chester, Pennsylvania, and Jesse Wasmer, 45, of Kingsville, Maryland, were each charged with one misdemeanor count of attempting to commit patronizing a prostitute.
Both men were arraigned in Justice of the Peace Court 11 and released on their own recognizance.
As the investigation continued, detectives identified 54-year-old Meilan Quan as the owner of Crystal Spa.
Detectives later executed a search warrant at Quan's residence on Mallard Circle in Claymont, Delaware. That search turned up additional evidence linking her to the spa's operation.
Detectives are still trying to locate Quan, who is believed to have ties to both Delaware and Flushing, New York. Once found, she will face three felony counts of human trafficking for forced labor, two felony counts of human trafficking for sexual servitude, one felony count of promoting prostitution in the second degree, and one felony count of conspiracy in the second degree.
New Castle County Police Chief Colonel James J. Leonard III said, "This investigation reflects the outstanding work of our Drug and Human Trafficking Investigations Team and our continued commitment to protecting victims of exploitation. Human trafficking is a hidden crime, and the New Castle County Division of Police remains committed to holding accountable those who exploit others while ensuring victims receive the support, resources, and care they deserve."
Delaware Attorney General Kathy Jennings added, "I want to give my thanks to the New Castle County Police Department for their professional and thorough work on this case. The crimes committed by these illicit massage establishments are not victimless: they depend on exploiting a steady stream of trafficked individuals to keep their doors open, create a dangerous environment for all involved, and act as a nuisance to the surrounding community."
All victims identified in the investigation were referred to the New Castle County Division of Police Victim Services Unit for support and resources. The Delaware Division of Professional Regulation, Delaware Department of Justice, Delaware Anti-Trafficking Action Council, and Homeland Security Investigations all assisted with the case.
