Delaware State Trooper Indicted for Inappropriate Sexual Contact with Mental Health Crisis Victim

State of DE - Delaware Attorney General Kathy Jennings announced today that the Division of Civil Rights and Public Trust has indicted suspended Delaware State Trooper Thomas Catalfamo. He is accused of taking advantage of a 21-year-old woman while she was experiencing a mental health crisis. The indictment is for four counts of official misconduct.

Catalfamo had responded to her distress call. He is alleged to have abused his position of authority to initiate inappropriate sexual contact with her while she was in crisis.

Delaware State Police leadership learned of the misconduct allegations in October 2025. They immediately contacted the Division of Civil Rights and Public Trust and have worked with the DOJ throughout the investigation.

"Public safety requires public trust. The community needs to be able to trust that law enforcement will protect them when they call for help," said Attorney General Kathy Jennings. "When those in positions of authority take advantage of those individuals in crisis, that trust is broken; this indictment is an important step in repairing it. I am grateful to the Delaware State Police for promptly reporting the alleged conduct to the DOJ and to our Division of Civil Rights & Public Trust for their work securing this indictment."

Colonel William D. Crotty, Superintendent of the Delaware State Police, also spoke on the case. "The Delaware State Police treats all allegations of misconduct with the utmost seriousness, whether received from the public or identified through our internal reviews," he said. "Upon learning the facts of this investigation, the Delaware State Police immediately suspended the trooper and proactively engaged the Delaware Department of Justice Division of Civil Rights and Public Trust. The Delaware State Police are grateful for the Department of Justice's partnership, and we remain committed to holding ourselves to the highest standards."

According to the indictment, Catalfamo responded to a call on July 13, 2025 for a 21-year-old woman in crisis. He influenced her assessment at Beebe Healthcare so she would be released into his care instead of staying for treatment.

While driving her home from the hospital, Catalfamo stopped his patrol vehicle. He then manipulated his body-worn camera and his vehicle's recording system to hide what happened next, and engaged her in sexual contact.
